NYS Subsidy Rate Changes for 2014

has anyone heard if the rates are changing? They were supposed to expire in Oct 2013 but I haven't heard anything and cant find a link anywhere.

I am not in New York but I did find this information as the contact person that would know about the expiration and/or other info about subsidy rates
