Vermont regulations will be changing soon and providers will have a year to comply. There are A LOT of changes coming. 
I haven't always been registered but it didn't seem to matter to the families; it was all about word of mouth. However, for my insurance company it was definitely a major issue. I had to get recertified for daycare in order to maintain my home insurance. It was several years ago and I cannot remember the particulars but I believe it had something to do with the age of my home.
