    constant arguing and yelling

I really don't know what I'm doing wrong, but recently I have had a lot of arguing and yelling amongst a few of my dck. 2 of them have been here the longest since infants and one is just constantly starting things and screams at people all day long and is taking things from others (she is not doing this out of wanting a toy, she does it just to be mean, she thinks it's funny). The other boy just does it mostly with another boy, he will walk around telling him in mean voices these are mine, don't touch, when the other boy is not even paying any attention to him, he's just trying to start something. It's like he's feels in competition with this child. I always put a stop to it right away and demonstrate how we talk to our friends ect. I remove them and they have to play alone on a mat away from the others, (they can be seen from the room I'm in). It's just not working. I have a structred day, we do various activities, but still no matter what they find something to argue over. I know part of it is normal for children to learn to communicate but it's really driving me crazy, it's non stop almost.
Any advice on what else I can try?
