I had a family that is on daycare assistance give their two week notice. Since the county will not be paying until the week after they are done, do you have the family pay for the two weeks on their last day? Then once the county pays you, reimburse the family?

According to the rules of CCAP, you are allowed to bill the state for the final two weeks of care and they will pay it even if the child didn't actually attend AS LONG AS you have it in writting in your contract that two weeks notice is required from all parents.
Since CCAP vouchers are in two week formats, you would bill the first week of the final two weeks on one voucher then and bill the second two weeks on the next voucher.
My CCAP family's vouchers are due to be turned in on February 3.
