I am not 100% pleased with our school district, but we moved to get into it. Our preliminary checklist for kindergarten consists of a TON of self help skills, and that is what most K teachers here are complaining about, kids can't put a jacket on, use the restroom without assistance, wait a turn or share, etc. and they/the teachers spend their whole day teaching these skills or mediating between children that they are losing classroom time. I was told flat out by my son's principal that THIS is actually why kids are losing their extras-if the teacher/aide have to help 20+ students with shoes and coats you're right, they aren't going to have time to go outside.
I also find the focus of parents to be on academics, but not for the benefit of the child, for bragging rights. Yep, it's great that your 4.5 year old can read, but he has the attention span of a gnat and can't sit through a story read TO him. (know a kid who just got KICKED OUT OF K for behavior!)
Around here you can't operate/get many clients without a prek program. I have parents ask on a weekly basis if dcg/dcb learned the letters of the month yet or why is other kid here able to name all the letters and my son/daughter can't, etc.
Childhood is such a fleeting time where kids can start to love learning, and not textbook learning, but love KNOWLEDGE, ask questions, learn at their own pace, etc. and that is being cut/taken away sooner and sooner.
