Special Needs

I have a question on accepting special needs. I have read our guidelines and it seems to me they read that you can accept special needs IF you are equipped to do so.

I do not see that you cannot deny them if you are not equipped to handle the situation (wheel chair access, for instance).

Anyone have specific information on the laws in regards to this?
